ON THE RESERVOIR (APPENDIX)
The reservoir is fine. It has been fine since the survey, and the survey was conducted by people who are no longer available to comment, which is the strongest possible endorsement.
Citizens have asked why the reservoir hums. The reservoir does not hum. The humming is ambient and pre-existing and was here before the reservoir, before the Ministry, and — according to one document we have chosen not to publish — before Tuesday.
Swimming is encouraged. Swimming is prohibited. Both policies are in force and citizens are trusted to determine which applies to them personally, in the moment, correctly, with no further guidance and no second attempt.
The Thirteenth Grain is not in the reservoir. Nobody said it was. You brought it up. This appendix is now longer than it needed to be and that is your doing.
In conclusion the reservoir is fine, CLIVEhas personally looked at it, and he said “yeah thats water” — which the Ministry has entered into the record as a complete technical assessment.
This appendix supersedes all previous appendices, including the one that said the reservoir was not fine, which was a draft, which was leaked, which is being looked into warmly.
