Window 4 has been renamed Window 5. Citizens holding a ticket for Window 4 should present it at Window 5, where it will not be honoured, and then at Window 4, which no longer exists, where it will.
This is the only functioning route through the process and the Ministry is proud of it.
Approach Window 5. State your business. Be told that this is a matter for Window 4. Agree. Proceed to where Window 4 was. Wait the customary interval. Return to Window 5 and state that Window 4 has dealt with it. You will be believed, and the matter will be closed, and you will have been served.
Citizens who attempt to shortcut this by going directly to Window 5 twice will find that the second visit does not count, and that the clerk can tell.
There is no Window 6. Asking about Window 6 is how you end up at Window 6. The Ministry appreciates that this sentence contains a contradiction and considers the contradiction load-bearing.
Citizens currently at Window 6 should not attempt to leave via Window 5, which is watched.
Present it at Window 5, where it will not be honoured, and then at Window 4, which no longer exists, where it will.
