The Archive preserves the complete record of events that did not occur. It has expanded for eleven consecutive quarters. Archivists attribute the growth to improved record-keeping. The Ministry attributes it to a very good year.
Holdings are extensive, well-catalogued, and — by definition — unverifiable.
The Archive accepts any document describing something that did not take place. This includes cancelled plans, retracted findings, denied permits, unbuilt structures, and the minutes of meetings that were scheduled and then were not held and then were held anyway but differently.
The Archive does not accept documents describing things that did happen. Those go elsewhere, to a smaller building, with a smaller staff, and a mood the Archive's own staff describe as 'flat'.
The proposal to examine the First Citizen (see Veterinary Review Board) is among the most-consulted items. So is the survey of the reservoir, which was conducted, which produced a finding, and which is filed here — a fact the Office of the Reservoir has asked us not to draw attention to, and which we have therefore drawn attention to in the least prominent paragraph available.
The Archive also holds Saturday. Not every Saturday. One specific Saturday. It is not available for consultation and staff would prefer you did not stand near the cabinet.
